FEATURED ARTICLE: Governments and International Education: The Canadian Case

Both Canada and the United States are federal states, but constitutionally and in practice Ottawa and Washington have very different roles. In Canada, education is the exclusive jurisdiction of the provinces, and they guard it jealously. Canada is unique among “advanced” nations in not having a national ministry of education. The situation in our country is so extreme that the Council of Ministers of Education of Canada, which represents the country at the government level internationally, allows a federal minister to attend its meetings, but does not grant that person full membership or the right to vote. Even when the federal government does attempt to exercise some leadership, it finds its hands tied. Recently, when Ottawa decided to create a Canadian “brand” in order to promote the country to potential international students, the provinces objected immediately and there is now an intergovernmental committee deliberating on who can use the brand and when.
